    Agile for projects with changing scope, example software development. Smaller teams (up to 8 people), fast delivery (2-4 weeks).
    Waterfall is long term projects where your scope is kind of fixed and you don't expect any major or frequent changes. And you also need to have more control and governance.
    I would kind of add that Waterfall is also better for large scale projects/programs but there is also SAFe (Scaled Agile Framework).
    But as mentioned lot of companies go for hybrid model even for large scale projects.

    Q if the organization is not profit driven like government entities
    Is it better to stick with waterfall?
    I mean it’s more reliable and less risks
    They’re not in hurry for ROI OR TIME!!

    I submit even if u r small, as long as u r starting u still have to go Waterfall, find ways to reduce the cycle radius and call it Agile. There is simply no way to build a Cathedral using Agile in its theoretical purity.
    Agile is for when u have the holism and are now adapting or advancing the “holism”.
