In doing so he outed the only witness and caused the gang to put a hit out on her. No witness to testify the shooter walked. So Voight told the young gang leader to be a real shot collar he needed to enforce order and gave him the location of the shooter and told him to ‘take care of him’.

Hank would be arrested right there for assault with a deadly weapon battery threating to kill.. doesnt matter if he or they shot up a store. Law still stands
