This game, like all the Quartermaster games are amazing! My favourite is thew WW2 game with 6 players. This have a bit more depth, but take 30 mins longer. I have a QMG for all different player counts, 6=ww2, 5=1914, 3=Cold war. Amazing games!
Hmm, seems like in some ways this game could really come down to which cards you can draw at which time...if one player gains the cards they need in just the right order, they can really dominate someone who can't and thus are forced to search the deck multiple times.
I found out that it is a good idea to put card protectors on these cards! Lesson learned!

Question: Do the prepared cards count towards your hand count of 7?

they dont start with units so. none of the secondary powers that joined later in the war start with units
