If this is what “only targeting military infrastructure” looks like I’m worried what all out war would look like
There isn't anything with 100% assurance
Civilian areas can be used as military infrastructure and thus can be legitimate targets. Not saying all buildings in Mariupol were used as such but when you start losing your shelter, you will switch to existing civilian infrastructure
And even in Azovstal, there were military personnel with civilians.
Watch Canadian volunteer and Ukraine army interview, they hide in civilian building ! use mariupol people as human shield.

It has been occupied for 8 years. Plus if you look at the history until 1938. Ukrainian-speaking people lived there. what happened to them? The Soviet Union with its scoundrel Stalin simply caused an artificial famine, as a result of which 70% of the population died. later collectivization with subsequent deportations emptied the city to which the Russians were brought. Even for the whole 8 years, Russians came to Crimea and the regions of Luhansk and Donetsk to the places of Ukrainians who had left or were killed and explained that they were locals. She is happy to have survived (her father did not make it) and she is happy Russians have liberated the city from the Azov batallion. The city has been destroyed because those Ukrainians used the inhabitants as human shields against the Russians. Mariupol was primarily a city pro Russia.

This is what most of Russia could look like in 3-10 years from now.
Unfortunately unless Putler declares WW3 we'll never punish it. Either Russia will heal when he dies and we can forgive them when it tries to right its past wrongs, or that's what most of our capitol will look like including Russias and it might be awhile before what went around comes around and we're allowed to close these dark days of history
