In my opinion, Sangley is a perfect replacement for NAIA, as NMIA becomes a primary international gateway in the country, Sangley is ideal for being a secondary airport to Manila for domestic and regional ops. If this sangley airport will pushed through, they have to close NAIA for good after opening of this new airport, as long as they provide enough connectivity such as building an expressway and extend MRT-3 line to connect to Sangley Airport.

And speaking of Osaka's Kansai Airport, Japan's floating airport, hindi reclaimed land yon kundi I guess it has just a lot of foundations below on it which is just like some seaports.
