poe 15div budget mf chieftain and 7.5k+ wisp 20%delirious gameplay

base on tuna build but not using fulcrum since it so expensive . I copy here and there to come up with this for everyone to try mf this league. (I made it less than 10divine)
warning : it will take 20m to kill a map boss if u 1v1 it with +5k wisp empower .

it's just a DD chieftain, try get enough life, fire dot multi and maximum fire resistance nothing can go wrong
