Simple answer to this is no, do not offer money. A tourist visa is not easy for a Ukrainian lady to obtain. There are rules in place in the US for a single Ukrainian lady to travel there. Not going to cover the list. There is no passport needed for them to travel to the US, only a visa. Cost is around $160 USD for the application fee. Stop now and save yourself some money. There are legitimate websites such as Elenas Models or Match Guaranty or Dream Connections or such. Any site that charges you 'credits' to talk to a woman is a bullshit and a total scam.
