Your idle air control valve (IACV) is causing the high idle. Try cleaning it with brake cleaner first, if the problem still persists, you probably need a new one.
Super cool International twin cab, is that an AB 150? A friend of mine had an AB 120 van and we rebuilt the Gold Diamond straight six motor in it. The V8 sounds so good.
Those tabs are to hold the bumper cover on, and for some reason those things never fit all 4 chassis bolts correctly. Even the OEM Japanese brackets do the same thing.

You'd hang it from your bumper before you lower your car and then after the car is lowered, it would show everyone how far you dropped your car and how much of a bad ass you are. But over-seas we just do it because we copy everything Japan does.

Don't know if it was figured out officially but I think the tabs go on top so you can bolt a bumper on to the bash bar.

My guess is that the bashbar is supposed to be under. So when you jack it up it has more support instead of just the bolts.
