I think it was originally intended to be ironic, but in these end times I think more on the glory of Rome and how to reignite it than I do anything else.

I first understood this as: Rulers may change people's religion, swapping, for example, heathenism with christianity or christianity with communism, but still remain the same, doing this for political purposes.
