Why do you have Jungle upgraded on Level 3 when Jelly Jar is better than Him?

If you take a look on abilities, Jelly Jar has higher percentage than Jungle but the same ability. Some missions from Despicable Ops Jelly Jar might not show and had to use Jungle instead.
