Hi do i fill the planter up to the top before i put in my tomato plants ? or do i put them at the bottom ?

First you need to fill the planter with soil, compost or any growing medium you want to use, and after you put your plants but you need to plant them on the top of those 3 holes from the bottom so when the roots will grow they will go down in those holes and the plants will have access to more water. Also you need to keep the bottom of the pot filled with water.

unclear whether to put the compost in before fitting the reservoir lid. or do you put the compost on top of that up to the top of the planter?

First fill the pot with soil or compost and after that put the plants on top of those 3 holes so the roots will grow inside the holes and the plants will have access more easily to water

Am I missing something the water doesn’t reach the bottom of the soil/compost?

The soil / compost, also goes inside those 3 holes which goes to the bottom of the pot under the water level and through the capillary effect the water will keep the soil moisture. Of course you need to keep the water level at the top whenever possible and also water the soil from above most of the time. The water from the bottom reservoir is mostly for an extra help and emergency water when the owner is away for few days.

You can grow maximum 3 plants for a good development

It's better to plant them on the top of those 3 holes you can see on the bottom of the pot so the roots will grow inside of those holes and the plants will have access to water more easily.
