That's Frankie's wedding ring, it's only there if you take on his trouble (it's also in a different spot on the Japanese version, international releases moved it across the gap all the way to the right). Returning it to Frankie gives us the Gold Card, which unlocks the Tube Mode minigame in the parlor and (more importantly) makes more badges available to trade tokens for. We use this to buy multiple Power Rush P badges to give Yoshi higher damage when he's at 5 HP or less.
