Honestly, I’d say yes to that. The O5 Councils are very intelligent, hence why they’re the mastermind of all the operations. They can’t fight him, but they can certainly outsmart him. The only way for the O5 Council to “fight” Bakugou is to use the SCPs.
Ask, I forgot to mention the mobile task forces. The O5 Council can’t physically fight Bakugou, but they sure as hell can send in an SCP, or a mobile task force to finish the job for them.

Not quite true about the administrator. If they exist, it is more widely believed they founded the foundation and sits above the 05, though they may only rarely take part in the decision making
