Congress doesn't have the power to change the Constitution, only the states have that power. What Congress can do is propose amendments and the Constitution says they need a 3/4ths majority to do so. But Congress is not the only branch or even the only people who can propose and submit amendments for ratification. The states can also propose amendment as can groups of Americans and individual Americans. Even the president and members of the Supreme Court can suggest or propose amendments but only the states can actually ratify and enact such amendments. Trump as a US citizen is within his rights to propose an amendment. Congress can debate and endorse the proposal but none of that means anything. Only the states can change the Constitution.
