You can choose to use any oil that you want to use however, most liquid pigments are made using castor oil. As far as your powder pigment goes, it's best to use something that is safe for lip cosmetics. Mica powders contain a shimmer where as oxide pigments are flat colors that are more pigmented.

To create lip liquids of different colors you would follow the same formula: Castor oil + oxide of choice, and mix to get your desired colors. Mica pigments contain shimmer, so if you're looking to create a solid color lip gloss then its best to use an actual oxide powder.
