    When you applied the freezing stuff that big cap was moving alittle bit.

    Trying to understand... how do you determine how much voltage to apply to test for short ?

      Schematics. Whatever the line voltage is, you inject that voltage or less. In this case the line was a 5v7, so 5.7 volts or less. 3 or 4 volts in this case would normally show you the shorted cap to ground, the same as working line voltage of 5.7 volts. "MOST" of the time, you would never want to (or have to) go over the working line voltage.
