Awesome Tim!! Look at shimming that base to get it level before you go through the headache of chipping the concrete around those embed nuts. It shouldn’t take much grout, a bag of Sika 212 ought to be enough for the whole project, that’s .44 cu feet per 50# bag

Put washers under the plate to level chipping away concrete to free up the nuts is a lot of work and not necessary in my opinion at your age those Peers with last 100 years plus

If the nuts are to be removable, why don't you put them on top of your jig board.
I have a nut on top and bottom to secure the bolts to the jig and keep them aligned.
