Well it's because how the game developers has designed the game to do and even the American version is no different. All has that as well as home consoles. No different because it's all the same results only snes has cleaner sounds than the other. Genesis version has more arcade quality.
They probably wanted to give SNES players a similar feeling you would have while playing the Arcade version. Music stops between rounds in every SNES version of SFII. If you play the arcade version of Super Street Fighter II Turbo, you will notice that the music DOESN'T stop between rounds, unless a player is on low health while either player's health drops to 25% or below, which is also the moment where the music is sped up until the round in question ends.
