I think these tries prove that the World Cup needs to copy Rugby Sevens and have repecharge tournaments of Plate, Bowl and Shield Trophies. It will give the developing nations more game time at a much bigger occasion and also fans would see some more interesting games. For instance if the teams 3rd place in each group had a Plate trophy to play for. It would of featured an England team desperate to reclaim some pride, The emergence of a rising Japanese team, Georgia a team desperate to be in the Six Nations (I would argue they should already be or be allowed to enter a team in the Pro 12) Similar to how the Sunwolves and Los Jaguares are in Super Rugby) and Italy a team with the chance to win some silverware. Even if there was Bowl and and Shield Trophies USA Vs Canada would of been a potential match, Fiji v Tonga and a Romanian team wanting to justify a possible inclusion in to the Six Nations.

And as an Irish rugby supporter who watches the 6 nations every year having Romania in the tournament would develop there team at all as shown by Italy they usually every year lose all there games and the same would come for Romania
Perhaps it might but those who finish 3rd are assured of a spot in the next World Cup. So although a Top 2 finish in groups is the only way to advance. Making sure you have a guaranteed spot in the next World Cup is not a thing that teams like Tonga, Georgia, Italy, Japan want to ignore. So when they get that security why not have a play-off bracket between them for a Plate Trophy Italy do usually lose a lot of their games yes, but I think they have won enough games over the years to justify there inclusion in the tournament so far and If they got regularly demolished shipping 70+ points and scoring 6. I would say demote them but they don't. Teams can only get better if they are playing stronger opposition on a more regular basis. Argentina have done quite well for it, Japan albeit to a lesser extent have benefited in playing teams like Samoa and Tonga semi regularly as opposed to dominating the Asian 5 Nations tournament and not playing to much more. It probably is too early for Romania to be included in the Six Nations, but in ten years time maybe not.
