For example, a country like Portugal has gone through many flags with absolute monarchies. It would be nice to just change the flag to match the time period rather than making another country. 2. You should be able to change flags mid game without just changing ideologies. You would be presented with a few historical flags of your country when you press the button, or maybe a "Make custom" option.

If you are planning on making a WW1 scenario, i suggest you to make Cetinje and Budva two seperate provinces. I love the game and i respect your Hard Work!
