On the topic of power ups during elbaf I believe Luffy won't be getting too much stronger besides like you said, stronger conquerors and most likely getting new Nika abilities. Zoro and Sanji similarly would get stronger in their techniques. I see Brook and Robin revealing more advanced skills, such as awakening, robin revealing she has armament (Hopefully she fights Kuzan) The strawhats I see needing the biggest powerups are Usopp, Chopper, Nami, and Franky. 1. Franky simply would upgrade based on new found technology from vegapunk. 2. I always liked the theory of Chopper having a mythical zoan Hito Hito no Mi: Model Forest God. It's make sense to have him awaken on Elbaf, and your theory of Elbaf having a giant forest would work with this. The forest, animals, or a tragedy that happens in the forest could be a key to awakening chopper. Hopefully, his low bounty was due to the Gorosei messing with them cause they knew his true identity. 3. I don't know how Nami would power up but I know it's coming. Hopefully, we can see an even stronger Zues. I always liked the theory of Nami being from the void century similar to Toki. Hopefully, that is true and even if not, she gets a power up. 4. Now for Usopp, we know Elbaf is going to be a huge character development arc for Usopp. Your theory also reinforced some other theories I've been looking forward too. First we know of Usopp and the Mjonir/Conqueror Haki theories. I believe similar to how Mjonir is associated with lightning, this version of Mjonir will be how Usopp unlocks and wields his conqueror's haki. Now, for the Usopp-Uranus theory. First, I believe the animal associated with Uranus is a Phoenix. So the set that'd make up Uranus is (Usopp, the Phoenix, and a giant Elbaf ship), similar to (Shirahoshi, Sea Kings, and the Noah), and (Momonosuke, Zuenisha, and Pluton). Hopefully, Usopp would sacrafice himself giving him the title of brave warrior, with him coming back with Mjonir and the control of the Phoenix. I'd make sense as the Phoenix represents rebirth, and the old "coward" Usopp had died and the new "brave warrior" Usopp has surfaced, wielding a 10 ton hammer (Mjonir), and a fleet of 8000+ (The warriors on the side of the strawhats). Most of the Usopp theory I've seen from other places, I just added the Phoenix portion as I don't see Usopp fully dying as some people say.

Elbaf itself (a reference to Midgard) - Franky, Sanji, and Robin's group, with Franky exploring the Adam Tree, Sanji encountering Big Mam again, and Robin finding Uranus. 3. Land of Oars (a reference to Niflheim) - Luffy, Jinbei, Brook, and Zoro, with Luffy and Jinbei discovering more lore about the Void Century and Nika, and Zoro and Brook discovering "the underworld" I'm guessing these characters would be involved in this arc: Smoker, Tashigi, Bonney, Vivi, Morgans, Law, Enel, Big Mam, and Loki (Loki in my prediction, is the actual Sniper King and there's a "Sniper Island" in Elbaf.) Strawhats wins this and they recover Uranus. Akainu will appear at the end of this arc (reference to Surt, the harbinger of Ragnarok) --- followed by several brief appearances (some trying to stop Strawhats, some trying to intercept their attackers) Blackbeard will appear as well The Holy Knight will finally appear. And the Revolutionaries (I still believe Dragon makes a move in Egghead, but fully shows his capabilities in Elbaf Arc) The Strawhat Grand Fleet will also appear here. This will be a taste of the final war. I am guessing Elbaf Arc will dwarf Wano-Kuni Arc with how batshit insane and long it is, and it will truly be a battle royale. After Elbaf Arc, it will just be Laughtale and the Final War at Marijoies.
Love this idea, I'd love to see that Zoro and Brook underworld theme. It'd make sense for us to learn more about the Gorosei there as well since they have characteristics similar to that of creatures of the underworld

i think shanks has the opposite fruit as oden’s wife and is actually the son of luffy & ota traveling back in time to ensure his father follows the path that allows him to defeat imu (the original joy boy who’s been manipulated/controlled by gorosei) or the gorosei to release joy boy from the prison his soul has been trapped in. it explains how shanks always happens to end up at the right place at the right time to keep heat away from luffy. and shanks’s team is from the future that no longer uses devil fruits - except shanks who has the last one that was never destroyed & being held by somebody to give to shanks to correct the future to one that ends in the world being free - rather than the mega-oppressed future they’re from.
This is a good theory but one minor correction. Luffy wasn’t holding 3 fingers when he said he was gonna take down the yonko. You can see he put one finger down (indicated by the movement mark above it) due to just then deciding to take down Kaido. The anime also shows this.
