I Don't live in Texas, but from what ive learned, i can't imagine a place less accepting of the restrictions and over reaching of HOA's.

if the hoa is so obsessed with property values your property is a ranch I assume it is zoned agricultural see what they will do to stop you from setting up a row of pig pen your side of the boundary (pig pens stink in a way that has to be experienced to be believed)

even if his land comes under the expanded jurisdiction of the HOA his lands predates it So government rules and regulations apply Generally, federal, state, and local laws supersede HOA rules. With that in mind, HOA rules should be designed to not contradict any of those laws or rights provided to Land owners basically as you were there before the expansion you don't have to join the hoa and the hoa has no power over you
