In my country, land is sacred property. Most of the wars we had were over land ownership. I know cases when a neighbor trespassed on his neighbor's land and got a bullet in his stomach as a result. I would like to see this grandmother in our situation with her remarks about what to grow on land that does not belong to her.
While many HOAs attempt to call a vegetable garden landscaping its not landscaping by any definition most people use landscaping tends to be more longterm. As to HOA rule books they must be accessible to members and should be given to purchasers when they join preferably before someone buys home so they know what rules they are expected to follow
