If the user is advanced enough, any linux distro is good especially kali because it comes with tools preinstalled, then comes windows, is a bit more complicated but it can be done quite easily whith some tools found on the internet

Its Your Experience...I am a Pentest Enthusist..been studiying got some gap in that nd now returning to studies to write my OSCP..Nd Frm My Exp i can tell Kali or Parrots are there just as ready to go distros for testing and among them You wont be even using half the tools ...theyre just there with a preset repository for all the tools for you to just bootup and start your assessments..Id Suggest go with a stable debian distro / even Pop Os...So that you can even game a bit while ur at it..add the tools you need to...boom..ur done

I prefer ubuntu for the hot ui but kali linux for the tools etc, Katoolin won't even work on ubuntu but if it did work I would never use kali linux again. So kali linux wins here.
