When you moved the lever of the control valve back and forth with your fingers at the beginning of the video, I noticed that the lever of the regulator does not return to the open position by itself. But what should he do?
I think the ball joints have too much friction. These small ball regulators have a good setting power at the appropriate speed.
But the valve and levers have to be super easy to move.
Try thin bolts in the joints.

H Michael the whole governor is pinned together, I'm starting to think the weight of the balls just don't have enough inertia.
Does the valve travel freely or is there a spot it sticks that is just enough to keep the governor from being able to return it? I've noticed that a lot of issues I have with Microcosm valves/carbs/valves comes down to incomplete polishing and machining of the surfaces and then they love to stick in a particular spot.
Not 100% sure I'm trying to slowly just work through what it could be
