He explains it in another video that it says in the Toyota Car Manual that eco and power mode in Toyota cars only changes the shifting point of your transmission. In eco mode, your transmission changes early to so that the Rpms of your car wont go up as much. Power mode basically holds on to your gears longer. I.E. in ecomode your (at) transmission will typically change gears at 1800 to 2000 rpms, in power mode, your transmission will typically change gears at 3500+ rpm

For manual it only controls the throttle sensitivity/response, it will not alter the horse power.
