I believe it's because the British United party was more successful than the Boer National party, the United party was slightly more liberal then the national party so apartheid was not introduced, though systematic racism is still incredibly prevalent just not to the same degree. However don't quote me on this I'm using my, albeit small, knowledge of South African history rather than the actual lore (also I still agree that the ANC is probably better then the United party and that event is still kinda weird)

Once I was playing in Russia as Omsk I think and these guys popped out. I was bored so I deleted all the units of the guys they were fighting and let them almost win. But before they got to capitulate Angola, the game decided to just shoot them, so South Africa and the Germans came back as countries, no peace deal, no "X has beaten the African national congress in a war", no nothing.
