Terrance Mallory Moses and pharaoh grew up together as brothers if I’m not mistaken (grew up in the same household). It’s possible he hadn’t reached that point of wanting to kill just Moses

Why didn't Pharaoh try to kill Moses?

God had his hands over Moses and he had Pharaoh to be hardened of heart. All so the Israelites and Egyptians could see the God is almighty.
It wasn't God's will.
