I create a new project (Cntl-Shift-P or via the command-line: flutter create newproj), and do: flutter pub get Flutter doctor shows everything green.. yet when I try to select an android device listed at the bottom of VS code, it always fails (timeout) trying to connect. If I try 'flutter run -v' via the terminal, it doesn't even LIST the devices I created in Android Studio / Virtual Device Manager. In Android Studio, I opened the SDK Manager and forced an update to the emulator.. no luck. It seems to get stuck Running Gradle task 'assembleDebug'.. there's also a popup message saying "Attach a Debugger or ESC to Cancel". Is there a way to develop a flutter app on an actual android device (developer option enabled) instead of trying to connect to an emulator? BTW, any thoughts on using Flutter to access usb-hardware via dart:ffi or platform-channel?

After cd type your project directory name & press enter. You can also do this by typing the first 2/3 letters of your project name & pressing the tab for auto-completion.

You have to enable flutter for windows development first. Run this command:
flutter config --enable-windows-desktop
