    STORYLINE:
    President Bush embraced Japanese Prime Minister Junichiro Koizumi's economic reform package on Saturday even though it forces tough choices for the world's second-largest economy.
    But the two leaders failed to resolve their differences over the 1997 Kyoto Protocol on global warming in their first summit talks, agreeing only that their countries would begin high-level consultations on the issue.
    The two leaders agreed to launch a new economic consultative framework covering areas such as finance and trade, called the US-Japan Economic Partnership for Growth, according to the statement, titled "Partnership for Security and Prosperity."
    They also agreed to "intensify consultations at various levels" to boost security co-operation, and reaffirmed that the "forward US presence is crucial to regional stability," the statement said.
    The meeting between the two leaders took place at the presidential retreat at Camp David, Maryland.
    Koizumi said he felt that he could work with Bush to iron out their differences on the Kyoto agreements.
    Koizumi and Bush appeared relaxed and playful.
    The news conference began with the prime minister tossing a baseball to Bush, a present from the US President, along with a brown leather flying jacket.
    In return, Prime Minister Koizumi gave Bush a picture frame and a digital camera, which the president can use to take pictures of fish he catches at his Texas ranch.
    Prime Minister Koizumi laid a wreath at Arlington Cemetery at the start of his US visit.
    With a solemn bow, Koizumi paid tribute to American servicemen who died in battle.
    Koizumi's visit came amid new allegations that a US serviceman raped a Japanese woman on the island of Okinawa.
    Investigators in Japan are set to question an American Air Force sergeant, who's under suspicion of raping a Japanese woman.
    The reduction of the US military in Okinawa was expected to be a major topic during the Bush-Koizumi summit.
