These buses should be speed locked from manufacture's end.
The owners would remove the limiters, it's no use. If you want to limit the top speed, just design the thing so that it won't go over a certain speed no matter how they modify it.
It would be better to install a 50HP engine for a 54 seater - bus for that idea .
This would surely slowdown the driver !
