Don't be so sure. Given that she was born as a direct result of Amenadiel blessing Penelope on the direct orders of God it's entirely possible she was put there specifically for Lucifer to fall in love and spend eternity with. Or since we know Lucifer is mortal when he's close to Chloe it could be that he would grow old and die with her if they got together and they'd both be human with human souls. If Amenadiel is right and Lucifer really has been forgiven and redeemed I doubt God would put Chloe in His son's life if she was a normal mortal.
