If you go down the PhD route, she can be the student Visa holder and you can be the dependent. You cannot have an unconditional offer with conditions on it. So I guess you have a conditional offer where the conditions may be meeting English criteria or providing your transcripts or whatever it may be. If All the conditions are met the issuance of CoE will depends on the University timeline on how long it takes to issue the CoE. There Could be few reasons for this delay. University typically have monthly meetings where they assess all the applications that they have to assess and report back. You may have narrowly missed that timeline and your application is probably in the next round so it may take two months. If you think this is not the case then maybe you can reach out to the University admission department and ask them about the progress of your application and when would you expect to receive the CoE.

I applied through my own, later when they asked me for transcripts and all.I contacted a representative and then that person took over my application. But In my application portal it was written Type of offer : unconditional The university mailed me also that after fulfilling the condition they will arrange CoE. Acceptance type :Conditional acceptance I have received a scholarship from my supervisor also. I am just waiting for the CoE for over 1 month.Everything is done from my side or my representative side. Will I get the CoE? Ri8? Sometimes I feel they are not interested in taking me . I am in a dilemma.

If you have one or more research papers then you have a good chance of securing a PhD scholarship or tuition fee waiver.
