Lack of training , technology and everything. And most of their ship got fricked up or halted when under construction by german bombers in WW2. Just like Sovetsky-soyuz class , or maybe Chapayev-class that got halted the build untill 1950. But still they has some cool ship like Kirov-class , Gangut-class , Leningrad-class etc

Battle of port arthur (if im correct) , when the whole russian fleet got beated up by freshly japanese fleet. But at that time the russian fleet are underpowered too , meanwhile the japanese have ship like JS Mikasa.

Because at 1955, nameship Gangut(Гангут-rus empire name/Oktyabrskaya Revolutsiya(Октябрьская Революция/October Revolution) ww2 name) and Marat(Марат. ww2 name) is in scrapping sequence. Specially Marat was already sunken but used as floating battery from sunken by King of Dive Bombing Aces of Entire World-German Dive Bomber Top Ace Hans Ulrich Rudel with german's Anti-Marat Special 1.4 metric ton(3086.47lbs) Aerial Freefall SAP bomb hits the 12" Three gun turret(main gun) No.1's Ammunition Handling Room(AMMORACK) from marat's deck.
P.S Marat's captain and Executive Officer(vice captain of civil ship) K.I.A by that explosion.
The hit is usually credited to Rudel but that remains unknown. Marat was hit twice by Stukas of that unit.
