I think/I hope there is instead technology now for millions of houses over the Ocean, particularly for the Retirees. Free and Healthy Fish to both Eat & Sell daily. Technology should be used to provide everything that is now available on Land including Internet. In case of Hurricane possibility, they should be temporarily moved to a safer place and then back to their original locations. In other words, for exposure to Sun, rather on beach, over the rooftop of those houses. May be people should exchange their houses with those on the land for say 3 to 6 months stay. They are talking now of electric planes and hydrogen fuel planes, which should aid this new change.

The ancient buildings are white only because the original paint has long since been stripped off. Greek statuary was also painted to look realistic. The image we have of classical art being all about white marble is due merely to the ravages of time.
