I don't see many other Neco players do the E-sports>laser>ex gacha combo finisher, is there a particular reason it's not popular? (Presuming I'm right), it seems really really good.

EX Gacha can screw you sometimes if you get the phone; you're vulnerable to an EX and you can't MD cancel out unlike the non-EX version. And some people like the guaranteed damage damage and hard knockdown into setup from 623C (EX Sidestep). I like to play risky so that's why I do it.

In most of Neco arc videos I've watched Vs Random characters, why is it mostly Neco Hisui?

Input the rocket motion before jumping, then jump and press the attack button. This technique is called a Tiger Knee or TK. The numpad notion would be 2147B.
