Great video! Thanks for sharing. I was in Barcelonnette a few weeks ago, and drove the same road - or part of it. IMHO, the best views are from Barcelonnette to Col de la Cayolle through the gorge along the Bachelard River.
I wondered about that as well. It doesn't seem to be a culvert, but I doubt if it is a part of a historic fortification because it's not really close to any border. The Nice area was ceded to France 50 years before this road was built.
I was thinking it was an abandoned tunnel, but who knows? Edit: At 7:03 is probably the other end of the old tunnel under all that rock. It was probably abandoned long ago.

It's a small arch with no present use at all. Maybe a sort of shelter for roadmenders of yesteryear.
