Well u should notice one more point that actually Rocky even had no need to surrender at that time. No one is capable of even tracking his location until he told by himself. So the thing here is he made a promise to his mother that he'd bring all the gold to his mother when he's a kid. And then when Rocky died, he's richest man on earth.
