Xehenort’s Heartless, Ansem took a human form because it had a human vessel Without a body, he looks like a formless being in a brown robe It’s why Ansem needed to possess Riku in KH 1 And in KH 3 was able to have a human form by possessing a Replica body In theory any Heartless that may retain their feelings and have the desire to possess a human vessel may regain human form too Sora’s Heartless may regain some feeling but had no body, thus becoming a Shadow Heartless

I’ll explain When a person become a Heartless it can happen by either being corrupted by dark power Or having a Heartless steal the Heart from one’s body The possess of stealing a heart, would have it expelled from the body, and the soul within the heart becomes separated from it as well The heart then becomes surrounded by the person’s own darkness which becomes a Heartless monster The body and soul Are discarded, usually blinking out of existence until a Keyblade Wielder slays the Heartless and frees the captive heart, turning them back into human But those with strong wills or souls, would sometimes create a Nobody. As the body and soul become ingredients to become a Nobody In that case, both Heartless and Nobody would need to be destroyed for a person to be recompleted as human again, otherwise they’ll remain out of existence until then

Their bond gave Axel a connection to his Heart and be able to feel again The irony is, Nobodies may have been able to regain their hearts all along if they had geniuses bonds and connections to feel Theirs hearts again, even separated from them

Terra's heart went to Ansem's Guardian as shown in KH3, and since his Xehanorts heart was in Ansem, there was nothing for Xemnas to summon a Keyblade with.

I think it is the logic that applies to xion, in that appearance is in fact malleable to some extent for nobodies.
Because it was years after BBS that their research progressed to splitting hearts from bodies
