If you just aim for height but can't surpass that, the structure won't really be iconic by global standards
I think it was in the news recently that the city already issued a cease and desist order to the contractor. The contractor allegedly has a violation - they lack permit to operate the gondola despite having a permit to build one.

Based on the latest video from the management, only 3 hotel towers shall be built at the interim (1 ultra luxury, 1 five-star and 1 business hotel). The resort will open on March 2022, coincidentally the same targeted opening date for CCLEX. The resort also includes a theme park, a theater and a marina.
