You should just make sweet rice (Sticky rice)! It's a coconut cream with rice and a thick caramel on top. You can get the coconut cream at any local Asian market, this dish is also a Filipino dessert!

Yes, you can melt sugar! Cotton candy is made from pure sugar! (most of the time flavoured) the sugar melts down in the hot machine and is spun around. But when the melted sugar is spun around it comes out and hardens in mid air and turns to cotton candy when collected together.
