You're right. Those soldiers won't say anything to the children because they are still too innocent to understand. In general they don't reject anyone who behaves respectfully, but they will do so when the adult gets too close to the point of touching them, and the first man we see here really crossed the line, I mean, if a stranger touches me like he touched that soldier, I would think he was groping me or trying to rob me and I would have called the police.

Sometimes, we don't need to condemn, adults can be innocent too, they could have just told them to step a bit further, not shove them away that hard, especially to an elderly. You can even see him look confused with his smile dimming.
