It’s because 2317 & 7038 was gonna take those cars with them once 438 drops them off at Walkerville , so once the local gets dropped off, 438 picks up 107 and the rest of the freight. It’s strange that they didn’t make 107 trail third from the start.

Whatever that cargo is must be EXTREMELY heavy to require 4 locomotives plus an ETR loco to pull them.
