Actually they're not, AFL have Umpires, Rugby & Soccer have Refs. All codes have a system in place where players can be written up to face judiciary if not reported by game day officials.
You're not allowed to deliberately walk the ball across the goal line he had plenty of time to get rid of it down field play the penalties called deliberate a new stupid rule they made for the more modern game there is too many soft players these days
