The very worst 'crime' someone can commit is resisting US imperial rule.
It has nothing to do with Soviet Union or Cold war. Ok, maybe a little, but the primary reason for US sanctions is that Cuba under Castro dared to refuse becoming US colony, and it's still refusing it until today. US was about to make Cuba its colony with great geostrategic position and then came revolution and Cubans said NO. So now US is still punishing Cuba, 60 years later. But Cuba will be free of US, and the evil empire will crumble into dust, just like all the rest before it.
The US could actually care less. It's the Cuba lobby, made up of the old ruling class and their children, and the fact that Florida is a swing state where the Cuba vote very much determines which was the swing goes. If it weren't for that, normalization would have happened years ago.

What information can the Chinese get from Cuba, 100 miles from the US? Radio? Video? of what? Miami soap opears? Why not put a submarine or trawler 13 miles off the coast of Washington, D.C.?

Spying is a normal activity of all government. A country would be considered as abnormal if it does not spy.
To be fair, Obama didn't campaign on closing Guantanamo as a naval base, only closing it as a GWOT prison camp because of its status as a legal limbo for prisoners taken extra-legally in the Bush era. Of course he failed to do even that.
