Valid concern. When we pay $17,000 in property taxes yearly in America for our property, we are completely fine with it. When the property gets passed on to your kids in the West, they have to pay their property taxes or they will lose it. 99 years of $17,000 yearly property tax is more than $1.6 million, I know the renewal in Ghana won’t be that unreasonable. I vehemently disagree with your statement that the Year of Return policy has been a flop. Buying a piece of land requires due diligence. Have you forgotten the common adage "buyer beware"?
Act of possession is very important when it comes to land protection in Ghana. The common Law will protect you that.

Do your due diligence and be firm with the sellers. You need to put up something on the land as soon as you buy it.
Hire a lawyer locally and address all your concerns and what can favor you in doing land deals...
