Davros' screaming as the sting pummels in at 2:12 is so effective, not too dissimilar to the cliffhanger in Resurrection of the Daleks where the Daleks screaming continues into the first few seconds of the credits.

Davros: "Then I will make it so they do not climb or descend stairs."
Doctor: "Their greatest defeats came as a result of cooperating with Cybermen."
Davros: "I will program into them a hatred for Cybermen!"
Doctor: "They have nobody to rely on. They have been defeated time and again because they lost access to their creator."
Davros: "Ah! I shall improve my life support systems so the DALEKS can retrieve me, even thousands of years in the future, to help them."
Doctor: "Other defeats happened because it's impossible to shove them around when they don't want to move."
Davros: "I shall make it easy to shove them around."
Doctor: "If I tell you this, they will dominate the universe."
Davros: "TELL ME OR YOUR FRIENDS SHALL DIE!"
Doctor: "Their friendship with me has caused them many defeats."

One of the best cliffhangers from Tom Baker’s era in my opinion is the cliffhanger to Part 4 of the Invasion of Time. You think that it’s all over but then NOPE!! It immediately cuts to (SPOILER ALERT) the Sontarans standing there and then Stoor grabs his weapon stick and then the sting plays. Look, I know that The Invasion of Time is not a very good story, but it does have some good moments that prevent it from being unwatchable.

Like a false ending where it appears to be all over...and then it isn't. I suppose ao was the ending to part 2 of the Seeds of Doom, when the Krynoid was blown up with the Antarctic base while trapped in the generator room - except that we'd already been informed by the continuity introducing the first part that it was a new 6 part story, and clues in the script such as that the Krynoid pods travel in pairs.
