Only Assam rifles is commended by an army lieutenant general and the operational control is with army and administrative control is with home ministry. Rest all CAPs are commanded by IPS officers. Coast guard is commanded by a DG just like all the other CAPFs. The command, control and operational system of defence forces and CAPFs are entirely different. Even the SOPs are different, CAPFs are central police forces which are deployed to handle civilian issues like political unrest,riots,election duties, protection of politician's and so on. The defence forces don't interact with civilians like the CAPFs do, defence forces are the war machines of the country, they don't handle civilian issues unless the central government orders them in the event of complete breakdown of law and order. CAPFs doing border guarding are just like Pakistani rangers and US border petrol, none of them are part of military/defence forces. If a country deploys military on the border it means they are going to war or going to invade the neighbouring country. That's why the border guarding agencies are established under Home ministry.
