Got pets, kids, or roommates? Under. They always get distracted by pawing at it and unrolling the whole thing onto the floor.

A fact that most have probably not thought about is that it is a CINCH to neatly and ONE-HANDEDLY tear off the toilet paper at the perforation when the roll's edge is UNDER rather than when it is OVER. Try it both ways and see for yourselves. When the paper's edge is UNDER, you automatically place your knuckles against the bulk of the roll, thereby preventing it from spinning as you deftly tear off the precise amount you wish, whereas if the roll's edge is placed OVER, you will need to use BOTH HANDS: one to hold the bulk of the roll and the other to tear off what you need. The convenience of being able use only one hand becomes apparent when, as may often happen, at that moment your other hand may be occupied holding or doing something else. Obviously, this applies whether you are right-handed or left-handed. Note that many PUBLIC toilets install PAPER STRIP dispensers rather than rolls in order to prevent waste. There is seldom a need to wastefully unravel a huge segment of paper from a roll. The floors of public toilets are too often littered with reams of unused roll paper. As far as cleanliness is concerned, routinely sanitize the area surrounding the roll to remove potential germs. When travelling, I often keep a small roll of toilet paper in my backpack with an elastic band around it to prevent unravelling. This can come in handy for example in aircraft washrooms, where you may discover there is no paper left!

We couldn't have put it better ourselves Norman. Are there any other arguments you think we should settle? They can be any subject not just bathroom related!

Holy shit, I can't believe people are this dumb. Under uses one hand, your knuckles never touch the wall even when it's under, and you waste more toilet paper when it's over not under. It takes common sense to know that there's more tension in the toilet paper roll when it's placed under, making it easier to rip off. When it's over, you have to use both hands. We live in a society...
