Thoughts about bandwidth estimation

What do we want out of our bandwidth estimation algorithm in WebRTC?
☝️ That it won't under-estimate the bandwidth available (a lost opportunity)
✌️ That is won't over-estimate the bandwidth available (detrimental to media quality)
